Some possible upgrades to this broadcast system:
- Add tests to submission form to minimize incorrect submissions
- Allow the moderator to edit the message before releasing it
- During moderation, show the message as it will be delivered within the template, not just the member-submitted portion
- Only allow member submissions if the given email address is in the member list
- Provide an interface to allow members to search archived broadcast messages
